The militias database project is due to be completed in August of 2009. At that point it will be available in searchable form here. In the meantime, you might look out for our (Carey, Mitchell, Lowe) paper on at ISA 2009.
The database of national implementations of the Rome Statute and their comparative legal analysis has been partially integrated into the International Criminal Court's Legal Tools collection. A subset of these materials (searchable, but without legal commentary) is available from the Court's pages here.
